DEZA: Krim-Delegation studiert Gemeindeentwicklung in der Ostschweiz

Vom 14.-19. Juni weilen politische Vertreter der Autonomen Republik Krim/Ukraine auf Einladung der DEZA in der Schweiz. Die sechstägige Studienreise soll den Teilnehmern Entwicklungschancen von Gemeinden im Bereich des Tourismus und der Landwirtschaft aufzeigen. Auf dem Programm stehen Besuche von Gemeindeprojekten in den Kantonen Thurgau, St.Gallen und Graubünden sowie Kontakte mit Behörden und privaten Institutionen.
Der 16-köpfigen Delegation gehören nebst dem Wirtschaftsminister der Autonomen Republik Krim zahlreiche Abgeordnete von Regional- und Gemeindebehörden sowie Vertreter des UN Entwicklungsprogramms UNDP an. Im Zentrum steht der Besuch von Gemeindeprojekten im Tourismusbereich sowie der Land- und Forstwirtschaft. Diese Wirtschaftsbereiche weisen auf der Krim das grösste Entwicklungspotential auf. Die Mitsprachemöglichkeit der Bürger an politischen Entscheiden und verschiedene Formen des Zusammenwirkens von Privatwirtschaft, Verbänden und öffentlicher Hand sollen an Beispielen aus Ostschweizer Gemeinden illustriert werden.
Nach dem Auftakt in Bern, wo Kontakte zu Bundesbehörden auf dem Programm stehen, besucht die Delegation landwirtschaftliche Organisationen im Kanton Thurgau. Am Mittwoch sind die Besucher aus der Krim beim Bürgermeister von Rorschach zu Gast und besichtigen die technischen Betriebe der Stadt Rorschach. Am Donnerstag wird die Delegation von Antoni Derungs, dem Generalsekretär der Lia Rumantscha in Chur empfangen. Der Einbezug von sprachlichen Minderheiten steht im Zentrum des Graubünden-Tags. Die Studienreise findet am Freitag ihren Abschluss mit diversen Besuchen und Kontakten in St.Gallen.
Der Besuch der Delegation aus der Krim erfolgt im Rahmen eines von der DEZA unterstützten Programms der UNDP, das die Rückkehr und Reintegration der Krimtataren und anderer in der Sowjetzeit von der Krim deportierten Volksgruppen begleitet. Um Spannungen in dieser gemischt-ethnischen Region der Ukraine vorzubeugen, werden Vertreter der verschiedenen Volksgruppen und Gemeindebehörden bei der Planung und Umsetzung der Projekte miteinbezogen. Die Einrichtung von Trinkwasser-Versorgungssystemen und Kliniken für die ambulante Behandlung steht im Zentrum der Zusammenarbeit.
